About the Opportunity
The City of Prince George is seeking a Buyer - Risk & Procurement to join the team in Prince George, BC.
Reporting to the Supervisor - Procurement, you will be responsible for purchasing commodities, equipment, services and other miscellaneous maintenance, repair and operations materials. You will also work with a variety of departments and suppliers to deal with quality issues, service requirements, delivery details, prices and bids.
Other responsibilities of this dynamic role include:
Preparing competitive bid documents pursuant to established policies and procedures;
Conducting formalized debriefing meetings with successful suppliers of goods and services;
Obtaining bids from suppliers either by phone or through written submissions and bringing any debatable bids to the attention of the Supervisor, Procurement;
Procuring various materials and services from requisitions submitted by departments;
Coordinating and expediting delivery of materials;
Resolving contract issues relative to service and supply agreements; and
Securing and arranging for disposal of City-owned surplus items, in accordance with City policies.
To qualify for this role, you will have completed Grade 12 and have a two-year Diploma from an accredited post-secondary institution. You will also have a Professional Purchasing designation and at least 3 years of purchasing experience, preferably in a municipal setting. Ideally, you will also have experience with the preparation and management of RFP's, tenders, contract management and other forms of non-binding bid processes. Experience with computerized procurement systems and Windows-based computer programs is desirable.
With a demonstrated ability to respond to competitive bid issues in a timely, effective and law-abiding manner, you will need considerable knowledge of the legal aspects of competitive bidding and negotiating, as well as market trends.
With the ability to work autonomously and within a team environment, you will have proven initiative and excellent organizational, time management, communication and interpersonal skills. A strong customer orientation is essential. You will deal courteously and diplomatically with members of the general public, as well as internal and external customers. You will also be able to use tact and discretion when handling confidential matters.
